Mr. Conn practices in the area of real estate, emphasizing development, financing, leasing, title insurance and housing law. He is a former assistant attorney general at the Maryland Department of Housing and Community Development.

Mr. Conn instructs classes in Advanced Real Estate Law, Real Estate Title Law and Commercial Leasing Law. He serves as an expert witness in cases involving real estate law, including the liabilities of settlement agents.  He has authored numerous articles and seminar materials on real estate law, and Maryland legislation including the "Maryland Assisted Housing Preservation Act of 1989" and the "Community Reinvestment Fund Act of 1990".

He is a member and former Vice-Chair of the American Bar Association Real Property, Probate and Trust Section's Title Insurance and Surveys Committee. He also serves on and is a past Chair of the Code Revision Committee of the Maryland State Bar Real Property Section, and is a past member of the MSBA Section Council. Mr. Conn received his B.A. from the University of Virginia, Phi Beta Kappa, and his law degree from the University of Maryland, Order of the Coif where he was an Assistant Editor of the Maryland Law Review.
