Gary R. Jones is one of the leading administrative lawyers in Maryland, focusing in the areas of complex business litigation, legislative and regulatory law.  In his 24 year legal career, he has successfully represented clients in a wide array of litigation, health care regulatory proceedings, and governmental law in Baltimore, Annapolis, and throughout the State.  Mr. Jones represents clients in Federal and State Courts as well as in their dealings with legislative and regulatory bodies, including administrative hearings at all levels of local and State government, and before the Maryland General Assembly.
Mr. Jones is often called upon to handle very unique and complicated issues.  For example, he recently represented the builders of corporate aircraft hangering facilities at Dulles International Airport in complex out of state litigation involving multiple parties and hundreds of millions of dollars in alleged damages.  At the same time, Mr. Jones has devoted extraordinary energy to civic and community causes.
 

RECENT SIGNIFICANT ACCOMPLISHMENTS

  • Successful representation of a state wide coalition of physician groups and hospitals in defeating efforts to repeal self referral legislation in Annapolis and in the Court of Appeals of Maryland.
  • Representation of a coalition of scrap metal companies in passing state regulations to prevent metal theft and in passing in 2012 the first towing company reform bill in Maryland to prevent auto theft.
  • Successful representation of an Exporter in Baltimore City to a claim for commissions allegedly owed to a commodities trader who sued client in the United States District Court in Minnesota.
  • Successfully represented a hospital health system in commercial litigation dispute involving an Ambulatory Surgery Center and Certificates of Need.
  • Successfully lobbied on behalf of the Fraternal Order of Police and represented the State FOP in administrative hearings in Annapolis.
  • Represented group of prominent investors from Washington in regulatory and legislative matters involving a gaming facility in Prince George’s County and Alleghany County before the Maryland Lottery Commission.
  • Coordinated the defense of several targets in multi-district civil and criminal investigation involving alleged fraud and bribery charges involving both the insurance/surety industry and Federal Securities agencies.  Worked with criminal defense counsel in successful representation of corporate clients.


Prior to founding Baxter, Baker, Sidle, Conn & Jones, P.A., Mr. Jones was a partner in another Baltimore law firm where he primarily represented hospitals and physician groups.
Mr. Jones graduated from the University of North Carolina at Chapel Hill in 1988.  He was a member of the UNC Law School Moot Court Board.  He began private practice in Baltimore, Maryland in June 1989, after working for a law firm in Charlotte, North Carolina.  Mr. Jones is active in many Baltimore area community and charitable organizations.  He served on the Board of Directors of Marian House, Inc. for three years and is involved in many charitable organizations supporting community needs.  He has also served on the Board of Directors for Historic Glyndon and was President of the Glyndon Area Community Association.
